*** METRO EXPO LINE UPDATE

Big news for Expo: Environmental certification and route adoption to Culver City is expected to be complete in October, and a contractor will begin final design and construction early in 2006!

The “Exposition Metro Line Construction Authority” met for the first time on July 14th in the Kenneth Hahn Hall of Administration downtown, and will meet monthly on the first Thursday. Its agenda is posted at www.metro.net/board/mtgsched.htm.

Boardmembers are L.A. County Supervisors Zev Yaroslavsky and Yvonne Burke, L.A. City Councilmembers Bernard Parks and Jan Perry, Santa Monica Mayor Pam O'Conner, Culver City Vice MayorGary Silbiger, and Martha Wellbourne representing Metro.

Metro's Rick Thorpe, Chief Capital Management Officer (head of Gold Line, Orange Line, and Expo Line construction), spoke about its start-up process and the draft schedule for completing design, bidding, environmental clearances, funding, and required approvals. Here is the expected calendar ahead:

Environmental

  • August '05 — Metro releases the Final Environmental Impact Statement (FEIS) for public review, with three public meetings in August-September.
  • October '05 — Metro Board certifies the FEIS and selects route options — Flower is favored over Hill if there is funding; extending the La Cienega aerial across Jefferson and Ballona Creek; and the Culver City interim terminus station location.

Negotiated Design Build Procurement

"Negotiated Design Build" is a new innovation to build a quality project while saving money by limiting risk. The contractor selected will first complete detailed design work in consultation with Metro and the Authority, then negotiate the cost to build that design. Metro will own the design, and could bid the work elsewhere if they cannot agree on the price.

  • September '05 — Metro finalizes and issues Request For Proposal (RFP) for Design and Construction.
  • December '05 — Metro and Authority evaluate RFPs.
  • February '06 — Construction Authority awards contract.
